Job Description:

Jefferson County’s Human Services Department strives to enhance the quality of life for individuals and families living in Jefferson County by addressing their needs in a respectful manner and enabling citizens receiving services to function as independently as possible while acknowledging their cultural differences.

Appointed by the County Administrator, with confirmation by the County Board, the purpose of the Human Services Director position is to direct, plan, evaluate, and administer overall operation of Jefferson County Human Services, which include Aging and Disability, Behavioral Health, Child and Family, and Economic Support. As an experienced and knowledgeable professional, you will be successful in this role by completing the following tasks and responsibilities:

  • As Director, manages and leads department and staff, oversees budget and planning, oversees facilities, oversees short- and long-term goals, interacts with all stakeholders, department heads, Board of County Supervisors, State and Federal agencies, and clients to resolve customer issues.
  • Establishes short and long-range plans, strategies, goals, and objectives for the department that are in alignment with County strategic plan.
  • Designs and implements improvements for requests for services.
  • Ensures compliance with County rules and regulations, State, and Federal laws, regulations, and rules.
  • Plans, prepares, directs, and manages the department budget. Monitors expenses and revenues, preparing monthly expense and revenue report to State, County. Prepares an annual report that describes operational effectiveness. 
  • Negotiates, prepares, and monitors agreements and contracts for services with other county departments, vendors, and contractors.

Starting Salary:  $112,850-$145,065 annually, negotiable based on credentials and experience

Qualifications:

Qualifications Needed:

  • Master's degree in social work, psychology, public administration or business, with 10 years experience with six to nine years supervisory experience.
  • A valid Wisconsin motor vehicle operator’s license required.

Preferred Qualifications

  • Experience and/or deep understanding and knowledge of all facets of Human Services, including but not limited to Aging and Disability, Child and Family, Behavioral Health, Economic Support, and Administrative functions.
  • Licensed Social Worker through the State of Wisconsin preferred.
  • Licensed Professional Counselor through the State of Wisconsin preferred.
  • Certified Professional Accountant preferred.
