Job Description:

Our Child and Family Programs provide a variety of services for families with children. We assist in coordinating supervision for juveniles, abused or neglected children, assist with counseling, parenting, groups for youth, case management, summer youth activities and assist with finding appropriate community resources and more intensive programs as needed.

The purpose of this position is to lead, administer, and manage program services for the Division of Children and Family Services in providing child protection services, in-home family services, youth in conflict intervention, birth-to-three/preschool services, Children's Long-Term Support services, and foster care/adoption to youth in need of protection in Jefferson County.

To be successful in this position, you will be focusing on the below responsibilities:

  • Works closely with the Director and Deputy Director to provide overall leadership for the Children and Family Services Division for the county, including designing, organizing and evaluating programs.  This includes budget development; management and allocation of resources; establishment and monitoring of division outcomes; planning and allocation of human capital; and collaborative work with the Director, Deputy Director and other Department leadership to lead the organization in the achievement of its goals and vision to build a culture of excellence.
  • Represent the division in working with government and private sector leaders regarding service delivery and the integration and collaboration in the provision of child welfare services to assure adherence with statute, policy and agreements, and assures quality delivery of services to the court by supervisors and staff. Ensures M.O.U.s are in place with stakeholder groups for seamless delivery of services.  Leaders include judges, Corporation Counsel, District Attorney's office, law enforcement leaders, school system administrators, agency CEO's, state human services managers, and other county child welfare directors.  
  • Serves as agency lead to stay current and abreast of new changes in innovation and evidence based practices. Studies best practices and determines how to adopt in Jefferson County.  Works with outside contractors to bring innovations to Human Service staff.  Attends statewide and regional meetings with DOC, DCF, and DHS, and other meetings as needed.
  • Responsible for review, development and implementation of policies, and compliance with regulations, policies, and Federal and State Laws, and the design/implementation of plans for training, deployment and evaluation of practice.  Conducts project management for division and agency wide training initiatives.  

Starting Salary:  $87,548-100,095 annually, negotiable based on credentials and experience

Qualifications Needed:

  • Bachelor’s degree in Social Work, Human Services, or related field required; Five to six years related experience with two years supervisory experience.
  • State of Wisconsin Social Work Certification

Preferred Qualifications

  • Master’s degree in Social Work, Human Services, or related field with eight to ten years related experience.
