Job Description:

Thrive Economic Development is a non-profit 501(c)3 public-private organization created to promote the economic competitiveness of the Greater Jefferson County area by providing professional economic development services for the purpose of retaining, expanding, and attracting capital investments and driver industry jobs to our communities. Formed in 2016, ThriveEd engages the private sector in economic development activities. 

The Economic Development Department is currently hiring a Director of Community Development to lead efforts to support housing development within the County, support the Business Retention & Expansion program work for the JCEDC, as well as support activities to attract new private sector business investments supporting employment growth for the area. 

The primary tasks and responsibilities are to:

  • Develops and executes strategies that will support all types of housing development throughout the County, including collecting data to identify housing needs in each community, working with communities to position themselves for development, and meeting with developers to promote development opportunities.
  • Assists Executive Director with application for HUD certification and supports additional requirements necessary for achieving HUD certification.
  • Develops and executes strategies for business retention and expansion, including meeting individually with primary industrial/manufacturing businesses, working with local jurisdictions and workforce groups, capturing data through retention interviews and identifying systemic constraints to be addressed and creating an annual major employer list.
  • Manage delivery of programmatic, technical and financing assistance to include accurate and timely responses to businesses seeking assistance, and documentation of activity in CRM to ensure continuity of service.
  • Perform other duties of a comparable level/type as assigned by the Corporation Counsel.

Starting wage: $74,955 - $83,513 annually, with annual wage increases as provided in the Jefferson County Non-Represented Pay Plan.

Qualifications Needed:

  • Bachelor’s degree in economic development, business, public administration, real estate development or a related field and five year’s experience in core economic development, community development or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Strong analytical, communication and presentation skills and an intermediate-level knowledge of a CRM system, Excel, PowerPoint and databases also required.  Successful Sales and/or Economic Development experience highly preferred.
